Adds a Gitea deploy workflow with strict gate semantics:\n\n- Job deploy syncs selected ref on NODA1 (optional runtime restart)\n- Job phase6_gate runs make phase6-smoke and fails workflow on gate failure\n- Includes docs/ops/deploy_gate.md runbook\n\nThis implements Variant A hard deploy gate (deploy -> gate).
